I find that have been drawing with aurea proporcion and fibonacci sequence, and other websites say that doesn't respect some rules
I want to draw it just for learning more about technical drawing

for technical drawing Adobe Illustrator is the standard for what you want to do I recommend the Bezier curve

there are dozens of other similar software packages out there but they do not come close to the user base Adobe has established as the de facto program for this.
alternates are a web search away.
trace it a few times to get used to the dimensions if you're intent on doing this freehand (i.e. the wrong way) or better yet use software that supports bezier curves, the technique is used to draw logo's like this, otherwise you're reinventing the wheel with something that isn't round.
The problem its not the software, the problem is the tehnique and the proportion
