Best to ask Adguard directly — they don't seem to have removal documentation posted.
But you can try — once you have a backup — dragging the app somewhere other than the trashcan, like to your Desktop, reboot your system, and then try deleting it again.

You have to open Safari, then from the "Safari"menu, click on the dropdown list "Preferences", then a new window will open and from the top menu icons, select "Extensions", then you should see the Adguard app icon appear in the window, and you will see a button where you can click to "uninstall". Then that's it!
