I'm not entirely sure whose account the two iPads are locked to (and for info you are talking to fellow users on here, not iTunes Support nor Apple).

If they're locked to your account and you can't remember your password, you can reset it via http://iforgot.apple.com

If they are locked to accounts that the store set up then ask them to remove the account from them (using the above link to reset their password if they can't remember it).

Or, and if you bought the iPads new (i.e. they weren't bought used), you could try going to an Apple Store (make a Genius Bar appointment if you do) or try contacting iTunes Support online (http://www.apple.com/support/itunes/contact/) and see if they can remove the iPads from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it

If the iPads were bought used, you will have to find and contact the person whose account they are locked to, or take them back to the store and ask for a refund
