Most mail clients do not have explicit support for "voting" button extensions, though it's trivially easy to embed links which can capture that and other data in HTML-format mail messages. This is how the spammers confirm the email address is valid and (even better, it's worth more when selling to other spammers!) that the user read and clicked on the spam.
Most (legitimate) folks will use one of the write-your-own quiz or survey or polling web sites for this purpose, if it's legitimate. SurveyMonkey is an example, and there are others. More than a few of the available web content management systems — Drupal, WordPress, others — that folks host their web sites with support posting polls, too.

Yes, put in the body of your email "Reply to this email to vote for me".
Be more specific. Do you mean similar to "like" and "not like"? Or do you mean a unique poll such as "vote for me"? Maybe email is not the best app for such a poll.
In the email I received, the sender asked the recipients to use the "voting button" to indicate whether or not we agreed with her proposal.
I have used voting buttons in Outlook emails, and the button appears at the top of the email. However, in the email I received this morning (via Apple Mail), there was no voting button. I am assuming that Apple Mail does not have the "voting button" functionality. Is my assumption correct?

Yes.
The Voting buttons you are referencing are a function of an exchange server. I would imagine Outlook would be the only email client to support them
