Factory Unlocked iPhone 3g

I bought a factory unlocked i phone 3g years ago and it worked fine. i decided that i wanted to use it again so i erased all content and stuff. I got stuck on the apple logo so i restored it but now the phone is locked. what do i do?

Okay, I have talked to my brother who help me buy the phone. He has said that he had me buy a regular iphone that isnt unlocked and unlocked it himself by contacting the carrier but he doesnt remember what carrier. he didnt hack. Could restoring my phone have locked it again? I research more and i find out i dont need an active sim card to activate my phone but the person who responed first say i do. so what is correct? when i press home button i see a lock symbol with no circle on top and a emergency call aswell as an i that shows imei.
