Screen Shots not working- El Capitan

I have been doing it all these years and suddenly today I see this is not working at all. Command -Shift - 4 or any of the other screenshots keys. OS: 10.11.3

I tried:

Preferences - Keyboard-shortcuts, changing keys, Moving around the plist files (mentioned in some of the discussions) but none helped. Restarted it multiple times. There is no conflict in keys settings.

Please help . This is very frustrating.

MacBook Pro with Retina display, OS X El Capitan (10.11.3)

The background processes running on each system are unique to every configuration (what software you have installed / running), so this is a big ask.

What you can do is sort by PID -- the higher numbers opened last, so fresh after restart you'll see the processes that loaded most recently on startup at the top.

Delete com.apple.symbolichotkeys.plist file and test.

Empty the Trash.

Quit all applications.

Hold the option key down and click the "Go" menu in the Finder menu bar.

Select "Library" from the drop down.

Library > Preferences > com.apple.symbolichotkeys.plist

Right click on it and select "Move it to Trash".

Close the Finder window.

Restart the Mac..

If this doesn’t help, ā€œPut Backā€ the com.apple.symbolichotkeys.plist

Right click on the Trash icon in the Dock and select ā€œOpenā€.

Right click on the com.apple.symbolichotkeys.plist and select ā€œPut Backā€.

Further, I downloaded and re-installed the OS and it did not help as well.

When I re-started it in Safe mode , I can see the screenshot working with Command+Shift+4.

I tried to map services/processes between two(Safe vs regular) but could not find something substantial.

Only if someone know what service/background process should be running which handles these key combinations, it may help me.
