What's the Best Version of iTunes for me?

Somebody said earlier I could use the same computer, same iTunes to sync both iPods. I'm wondering if I should go with the old version of iTunes (that I'm familiar with) or the latest version of iTunes (that I don't know very much about).

Old version:

-One advantage is I can just copy and paste my old database without having to make all new playlists.

-One disadvantage is it doesn't have the cloud support, so any apps I download are not stored online (I think..?)

New version:

-Disadvange is I don't know where to find the physical app files on my PC.

-Advantage is it stores all my Notes on cloud, so I don't have to use a 3rd-party application to back them up.

In summary:

-I run Windows.

-I have an old iPod Touch from 2010. I'd like to use this primarily for music, podcasts, & books.

-I have a new iPod Touch from 2016. I'd like to use this primarily for browsing, games, and installing new apps.

-Sometimes I like to back up my apps before updating them, in case the new version doesn't work or now has ads. For this reason I'd like to be able to find my apps on my PC.

-I don't purchase music online or with iTunes. Any songs, audiobooks, or reading books are free ones from the library.

-I like to download Podcasts from iTunes, so I'd like to be able to organize them.

Maybe I should just try the new one for a bit, and if it doesn't work then go back to old one?

iPod touch, Windows XP
