I've just tried doing a system upgrade via the system's menu, but it failed to restart after downloading and installing. And now it's stuck with a constant blinking white LED in the front.
I tried plugging in to the iTunes (12.3.3.17) on my Mac (10.11.4) with a USB-C cable. But the Apple TV does not show up on iTunes. (tried the on both my iMac and MBP)
Any suggestion?

Make sure you're following the steps exactly (unplug all cables, connect USB C, reconnect power)

I tried the restore procedure multiple times on two different Macs. Seems that the computer doesn't show me the AppleTV in iTunes until I unplug the cable (when the AppleTV Screen in iTunes flashes for a second and then disappears).
Then you will need to take it to Apple
This is exactly what mine is like now. Trying to book the Genius bar now but it doesn't have Apple TV category under the resersation page. Booked under the "Mac" category now.
Make sure that the USB-c is a "data" cable rather than a simple "chargeing" cable. If the ATV isn't being recognized by iTunes when you connect to your Mac it usually points to the cable type.
I've been able to do a restore before with this cable, so I know that the cable works.
Same here, Nick. Were you running a beta version of the tvOS? I was able to install the beta using the same cable.
I was running one of the betas on there - but I don't recall which version. I had tinkered around with tvOS from a dev perspective when it came out, so I threw one of the betas on there to check it out (hence how I know both my MacBook Air and AppleTV - at some point - did talk to each other).
Just to make sure... I bought another USB-C cable that specifically says "Data", but iTunes still doesn't see the AppleTV. Going to the genius bar next :-(
OK.. confirmed the Apple TV was "bricked". The Genius bar replaced it with a new service unit.

How constant was the blinking?
Mine is now blinking 7 times and then pauzes momentarily to then continu blinking in the same pattern.

I'm not exactly sure. I just noticed the blinking, and don't remember seeing any pause of the blinking. Best to plug it into a computer and see if iTunes sees it.
This has happened to me as well. I was running the beta, and when it auto-updated to the release version last night, it bricked itself. Plugging into my Mac using a known good USB cable results in iTunes not seeing it at all. Neither does the Xcode organizer.
Additional information: the system profiler report does list the Apple TV as one of the devices connected, but shows a totally bogus serial number (although it's possible this is a special serial number for USB purposes and is supposed to look that way).
