The key is use itunes to restore it.

1. Open Itunes on your PC (you've use the latest version itunes 12.3.3)

2. Turn off you ipad & then turn on by pressing "home" & "power" button at the same time. After the apple logo apper, release power button BUT keep hold your home button. you will be ask to connect your ipad to itunes using cable data.

3. choose to restore, your itunes will be download ios 9.3. let it download.

4. error message maybe appear saying your ipad can't be verify, just leave it untill itunes finish download 9.3 ios (at top right conner has download progress).

5. After finish download, repeat step at no.2 this time itunes will start restore your ipad.

6. after restore finish, follow the instruction step & you'll be allow to choose "start as new ipad" or "restore from your last back up" it's up to you to choose, it only restore your songs, movies, & app. your ios allready 9.3

Hope you'll get your ipad running again.

The instructions above for Ipad 2 are a little off. Open I Tunes, then do a reset by holding home and power button. Keep holding them down. Screen will go black then after a few moments the apple Icon will appear. Continue to hold BOTH power and home buttons. Eventually-around 10 seconds later it will go into recover mode. For me I had option to update or restore. I'm trying update first and see if that cures it, otherwise reset and restore here I come. Hope this helps.

I tried doing the update before restore and it failed and said iTunes could not detect the iPad, so the only option to get it working again was to restore it. It went through the entire cycle of installing the software all over again and at the end it gave me the option to start it as a new iPad or use one of the back-ups. Unfortunately for me, the computer which I got the iPad hooked up to only had a back-up copy from 2014, so I used that anyway and just finished updating all of the Apps that I have lost. Not happy at all.

I've read about this happening to various people that have restored from backup w/ DFU (and stayed on 9.3)... which is why I am not even going to bother attempting to do a restore (my last backup is from mid-November since I now see that iTunes stopped auto-backing up my iPad 2 for some #$&*(@#$ reason... iPhone 5S and iPad 1 are still backing up properly every few days via WiFi... but the iPad 2 decided to stop and naturally I did not notice...)

Apple better fix their activation servers! Grrr
