There is an iOS 9.3, but that's for iPhone, iPod Touch, and iPad. There is only an iOS Apps forum, not an iOS specific forum. See the forum layout here if that's your concern:

Mac OS, the Classic OS does not run iPhones (which presumably you are talking about when you mean your iPhone 5s).
Charging issues with the phone are more likely an issue due to either cable or battery age. Check http://www.apple.com/batteries/ and the iPhone forum for user help.
