I've had this exact problem too, and have been on the phone for 3 hours trying to help their 'engineers' resolve it.
So apparently this is caused by something taking the DRM slot which Netflix uses to verify content and on older Macs (before 2014) as they have a different DRM procedure or chip than the newer ones. So what ended up happening was they installed some scripts on my computer to reset various thing in safari, caches, cookies etc and we ended up basically restoring safari to its original state but even though this we couldn't come to a resolve.
So still today I live with this same issue, for some reason netflix will work in Chrome but Netflix doesn't support Chrome either as they haven't enabled Chrome utilised high definition on it.
I'll try to be of assistance to you as I'm also eager to see what your findings are with this issue and sharing this may also be a help to other people with the same problem.
A few more things what operations system are you running on your mac? e.g. 10.11.4?
And Just to clarify you are using safari correct? And if so what version?
There are a few more things we can try if the first 3 don't work, although if your feeling keen try the last one.

Try to disable AdBlock, ghostly or other add ons
I got same error - never had an issue before.
I enabled the "Developer" option in Safari. This gives you a "Develop" Tab ( shows up between Bookmarks and Window Tab ).
I then went into the "Develop" tab and clicked on "Empty Caches". This worked for me.
Thank you to everyone that offered help. So far, no love. I will be speaking to Apple support this afternoon, so I will keep you all posted. I am running the latest version of El Capitan 10.11.4 with all updates installed on a mid 2013 Mac Air and Safari 9.1.
Maybe it has something to do with 10.11.4 update? Also happening to me since upgrade, and Safari it's the only way to watch on 1080p...

Same here. Appears to have to do with the update to 10.11.4 as it just started. I'm not getting the error when I use Chrome, only safari.
You'd probably be correct in saying that, when i received the developer preview for 10.11.4 this about when it started happening to me, so you're probably right, hopefully we'll get some where with this soon.
I've been trying a few more things but haven't had any success yet, if i do this will definitely be the first place ill post it.
Think ill try compare files from before and after the backup and hopefully create a temporary patch đ
I, too, began experiencing this problem shortly after installing the update. I also was unable to boot in safe mode. I tried all the suggestions above, but none of them solved the problem, so I finally used a Time Machine backup to restore my MacBook Pro to El Capitan version 10.11.3. This fixed the Netflix problem.
I've contacted Netflix support, and they told me engineers are working on a fix; they're sending customer reports to them.
Also I've been told that it's better to contact them with the problem, so they have knowledge of it.
I've had 10.11.4 for a few days now and this is the first time I have had Netflix mess up on me like this. Unless Netflix comes up with a solution quick I will just restore back to 10.11.3.

Disabling uBlock for netflix.com fixed this issue for me.
I assume this is a browser extension, which I do not have. I have tried to suppress all extensions, without success.
Same thing over here... For 3 weeks now, netflix "is working on a fix" - That's all the support staff says to me.
Really annoying!
I've reached support today, and they are still working on a fix. It seems like their engineers are not doing their job pretty well đ. Oh, they also told me they working in this issue "with Apple".
