Just downloaded and installed El Capitan on my MACBOOK PRO. When trying to sign in to the App Store to download updates the sign-in utility does not work, just sits there with the spinning circle and never connects. My Apple Username and Password are entered correctly.

Is it the spinning circle in the sign in box? You could try in your home library folder deleting. In caches- com.apple.appstore and com.apple.storeagent. Then in preferences. com.apple.appstore.plist and com.apple.storagent.plist. Then open the pp store and sign in again.
I reinstalled El Capitan 2 times today and the issue same: if i try to login to iCloud i just see the spinning circle, without any error messages.

Are you able to login to the app store? Or are you having a problem with both? If just ICloud then try this delete library/preferences/com.apple.apsd.plist. Then open terminal and type in: sudo launchctl load -w /System/Library/LaunchDaemons/Com.Apple.aspd.plist

But I don't understand what's the reason of this issue... When I make a clean install of El Capitan from USB, I can't login to iCloud, just if I setup the OS without Apple ID...
