I received, an on screen, notice that "Your Apple ID is now being used for iMessage and FaceTime on a new iPhone". However, I have not setup a new device. I logged into iCloud to check what devices were link to my account and it only showed my iPhone and iPad. What should I do?

If you recently updated your iPhone, then this is not abnormal. You may activated one of those services that was previously signed out or something. If you haven't even updated, or you just want to be safe, visit appleid.apple.com and reset your password (but I have a feeling you probably updated the iPhone 😝)
Yes, I have updated my iPhone, but it has been a little over two (2) months since the update. However, I retained the older iPhone as it was not required to be turned in. I charged it up a could days ago so my kids could play a could WiFi games. Is there a possibility the older iPhone tried linking up again?

Identified that it was in fact trying to auto connect with Apple ID.
