iPhone 6s, iOS 9.3
Child's Apple ID account, tried to enable two-factor authentication for it but couldn't find the enable option under iCloud / Password & Security...
Is it by design? Or I still have to wait... I thought all Apple ID accounts are now available for two-factor authentication once upgraded to iOS 9.3.
I just tested by changing my son's birthday to make him younger than 13 and sure enough two-step verification was no longer listed as an option to enable.

Just found the age limit is mentioned in iCloud T&C: http://www.apple.com/legal/internet-services/icloud/en/terms.html

Yes, they are 2 similar but different security methods.
Two factor is newer and in theory, easier as it does not rely on a key to remember/store. It's all based on trusted devices.
I think the terms you are quoting are for iCloud only, not Apple ID.
Why is this the policy? Anyone? I would love to protect my 11 yr old daughters account with 2FA.
