Can an iPad2,5 be updated tp 9.3?
My iPad2,5 (pre-Retina mini) can't be updated past 9.2.1. I've tried through its Settings app with wifi and through iTunes on MacBook all updated.

The iPad 2 can be updated to iOS 9.3. I have no idea what the iPad2,5 is. Can you explain that? If you have anything newer than the very first iPad, it can still be upgraded.

An iPad 2 , 5 (its a comma, not a period) is a First Generation iPad Mini
The First Generation iPad Mini is perfectly capable of updating to iOS 9.3. The only iPad currently that could not update to iOS 9.3 is the first generation regular iPad (no cameras).
Its possible the update is currently unavailable for older iPads, since it was causing issues with iPad 2, and the iPad Mini 1 is based off of that.
I would give it a few days, and then try again.
I've been seeing quite a lot of posts singing the same tune since Apple releases 9.3 this week.
The article states that Apple has not resumed signing the newly released build.
Update: Apple has released a new build of iOS 9.3 for the iPad 2 and may be planning to roll out updates for additional devices. Apple has not yet resumed signing iOS 9.3 for affected devices.

You can update iPad 2,5 to iOS 9.3 via iTunes.
No, the OP tried that already. The update is not available on iTunes either as has been explained.

I have an iPad2,5 (iPad Mini wifi only 1st generation) and I was able to update to 9.3.1 OTA (over the air). I can also perform an OTA update to 9.3.2 (as I am currently receiving the notification pop-up), but haven't done so yet. However, I must point out that ever since one of the OTA updates to 9.* (I'm not positive exactly which 9.0 version it was) I've been experience constant app crashes. I'm not sure if it's directly related to the iOS 9.0 firmware itself or if my device has a memory leak (or perhaps even bad RAM). I'm getting ready to manually downgrade to 9.0 to see if that changes anything. If it doesn't I'll try downgrading to 8.4.1 (12H321 build). Apparently there was issues with 9.3.1 for older devices (iPad 2, iPad mini (1st gen), etc.). This resulted in 9.3 (13E237 build) (which is a 9.3.1 build) to be released. I have 9.3 (13ED238 build) installed and my app crashes got worse upon my last update with the installation of that build. Which is why I'm going to downgrade all the way back to 9.0 (13A344 build).
But I digressed, my apologies. To answer the question...YES.
