Since upgrading to Capitan 10.11 Photoshop elements 11 will not work properly it keeps freezing and crashes frequently. Also I cannot download my photos straight into Elements 11 have to go through Image Capture. Any sign of this being fixed?

Elements is an Adobe product. Check with Adobe to verify that version 11 of Elements is designed to run on El Capitan. If you find it does not, you may need to buy an upgraded version of Elements, one that is designed to run on current versions of OS X.
Just as a rule of thumb, prior to doing updates on your operating system. Check the apps that you have installed and check:
Yes, it's up to to Abode to fix, not Apple. As a software developer Adobe gets early looks at all OS updates so they can adjust. It's always been that way.
However, I'm not sure what's afoot in your case. I looked up the system requirements for P. Elements v11 and found this on the Adobe site:
Note that the requirement for Mac OS is "Mac OSX v10.6 though 10.8."
Not knowing if that were written before newer Mac OS versions, I checked the same Adobe specs for P Elements v12, which runs fine on my MacBook Pro with El Capitan 10.11 and found this:
This time it implies that Mac OS 10.9 "Mavericks" is the max for PE 12 but it runs on El Capitan in my shop. Even the specs for the most current version PE 14 say OS 10.10.
So you'll have to ask Adobe because what is on they web site is not realistic. Try both their knowledge base and their user forums first.

I also have Elements 12 on my iMac and it's running just fine with 10.11.4.
AFAIK, PE 14 is the "official" El Capitan version. It's doubtful they will patch PE 11 to run correctly on OSX 10.11.
Thanks for all your help guys - I think the bottom line is I need to upgrade which is pretty annoying ! Just wish Apple hadn't stopped Aperture, that was sufficient for what I needed to do but that doesn't work well since the upgrade to Mavericks.
As an alternative to PE, you may want to check out Affinity Photo (https://affinity.serif.com/en-gb/photo/).
Its half the price of Elements. There is a free trial available and at its current stage of development
is somewhere between Elements and full Photoshop.
