In Finder, Library isn't showing up under Go menu.

I'm struggling with Finder on my Macbook Pro (13-inch, mid-2012) that's running OS X El Capitan 10.11.3. I'm trying to find pathways to templates and other folders that are supposed to be under Macintosh HD/Users/Rebecca/Library, but when I try to navigate there from Users/Rebecca, the Library doesn't show up. I try to find it through the Go menu in Finder, and it doesn't show up. If I type Library in the search bar and hover over the options, it shows it in the Go menu. Then I try to find it without searching, and it's not there anymore. How can I get Library to show up where it should be showing up?
