Hi! It's a common issue and there's currently no permanent fix.
Try disabling JavaScript under Settings - Safari - Advanced.
Keep patience, I believe soon Apple will figure the things out.

So many people are having problems with the update to iOS 9.3 and the questions are flooding the iOS support forums now. I am hoping that by consolidating some of the information available, it will help some of you without starting hundreds of new threads all asking about the same things.
Please do not shoot the messenger if you already know all of this. I am just trying to help by providing some information To the community. Theses problems are well known, Apple has acknowledged them and is reportedly working on a fix that should be out soon.

If nothing suggested works for you right now, you will just have to be patient (remember that "please don't shoot the messenger" thing from above ) and wait until Apple issues the fixed software update.
how to fix broken ios 9.3 safari/mail links bug:
1) find and uninstall booking.com application, if you have it
2) wait at least 1 hour, bug is gone. maybe you need to reboot once
to reproduce bug again: install booking.com application

I think after few hours, I've found solution for this bug with Safari. You have to recover your phone as a new, using iTunes and a phone in recovery mode. Easy to do! But do not even try, after setting up your phone, to download apps from cloud, such as booking. com or others similar app.
Everything is working fine. No problems with links or mail. I should get a thank from Apple.

2. Using iTunes do the full recovery and mark a "new phone" option.
3..After recovery finish, start setting up your phone as new from box.
4. Avoid downloading apps such as booking. com
5. Avoid backup, because booking.com wil be added.
6. Start using your new iPhone.

Weeelllll, I don't think so.
I have done everything suggested here. I have also done a completely clean install. I have an iPad 2 32gb (very little on it) that worked just fine until 9. Just took a chance last night and accepted the latest update. No fixes that matter. Still slow. Still crashes all of the time. Touch screen kind of works. Browsers of any sort are a disaster. Genius people of course say, oops not fix. Buy a new iPad. Moderators pull off any "complaints." So question is - has anyone found a solution to these problems. Apparently Apple no longer has either the desire to assist or the skill. It's and Uber thing.
Looking for solutions. Sadly iPad is not big enough to serve as a decent doorstop.
Good Try, but nothing you have there has worked for me or many of the people i know with iPads and iPhones. Most are moving on to other devices. I would rather not, but may have no choice. Apple is providing NO assistance and only threatens and removes posts when you complain about lack of solutions.

Have you sought help from Apple? Have you called them? Used online chat? Made an appointment at the Genius Bar at your local Apple Store? They won't know you need help until you tell them.
