My apple account is locked

I have bought new iphone 5s because i had lost before, and i am trying login account apple on new my iphone but it can't login and show message


"Apple ID has been disabled for security reasons"


My apple account is locked and i had reset password on appleid.apple.com


I still login my apple account on web but i can't login it on my phone.


I had research solution on internet and follow with it but i still can't login to setting apple store on my phone


Please help me, i had got many time to fix it but it is not success

iPhone 5s, iOS 9.2
