I´m sure we can claim than the bug is fixed.
Unresponsive screen can be back to operational by shaking hard the iPhone as explained below. However this is a temporary measure as the bug comes back regularly. Worst by shaking hard my iPhone 6 I'm afraid I seriously damage / reduce lifetime of my iPhone.
APple needs to fix permanently this bug and quick before our iPhones stops working being to much streessed by shaking them hard.

it could be some bugs in the touch ID function.
This issue looks to be server side (like the safari bug a few weeks ago). Mine suddenly started working ok on Monday and has mysteriously started to have the issue again.
We need answers Apple!
For the entire day its been horribly freezing every time i would be using the phone. So far after doing this it has not frozen! 0.0. Will update you tomorrow after a full day's use.
me too my touchscreen is not responding,and have vertical lines after i update to 9.3.1 still no solution for this problem?

Here is me back. With some information on the last steps I have taken to fix the bug (i.e. screen irresponsible).
Locking your finger print recognition touch screen as advised by some of you did not work for me.
But I confirm that shaking hard your iPhone worked for me. But this remains a temporarily measure as quickly the bug is back. And you would not start using your iPhone by shaking hard all the time. This is annoying and as the Apple staff underlined this would damage life of our iPhone.
I had a chat with Apple staff mid of this week. They advised that I must fully restore the iPhone after saving all its content. This is a procedure you can do through iTunes. I did it. This has significantly improved the issue. But still from time to time my screen continues to be irresponsible. You can therefore get to this procedure to improve your situation. But be aware that it may take 1 to 3 days to save your iPhone and get it restored (restoration by using iCloud got stucked and I had to restart the full and long process with a storage on my macbook).
Saying that, I continue from time to time (in a less systematic manner) to have the bug. I bet this bug comes from the synchronization of the iPhone and its communication with iCloud. iCloud does not provide the service you expect. The synchronisation takes necessary resource with time machine. It works in a background. By restoring the iPhone I have probably cleaned the synchronization table and significantly reduced to level of resource required. But the issue, though less annoying, is still there. Likely Apple iOS software does consider that the task of synchronisation should be put on hold to give priority to your usage of your iPhone. Shaking hard the iPhone seems to trigger a task that has priority on the synchronisation !
I well keep you updated if I find a permanent fix.
I've tried a few more things and, after disabling the fitness tracker, the OS seems a lot more stable. Whin makes sense that some background process like the tracker would collect accelerometer data and freeze system... And by shaking or changing orientation, that process has priority and would bring the system back for a while... Until the tracker creates another bottle neck. I'm jusr speculating at this point but it seems to have solve the issue for me. I'll post back in a couple of days if the issue comes back. Please post your reaults as well when you try this.
Definitely feels like something server side. I've not changed anything on mine and I've not had the problem since Friday.

I confirm that all works fine for me for 3 days since I have execute the store / restore procedure with iTunes as recommended by Apple staff. I have also significantly limited the number of apps that can run in the backgroun.
Nonetheless it had taken 2 nights to execute this procedure as explain in my previous note.
Moreover I confirm that the hard shake fix used to work but that was a temporary fix as the bug would come back quick, this is annoying and could damage the iPhone.
I Hope that my experience is useful to other ones

i thinks its hardware problem..im not sure but ios 9.3.1 update have a chance to toast protective film at the back of screen/flex while updating and make direct contact to battery and other metalic object that make screen unresponsive and crazy.someone said try to put kapton tape on its flex and other parts that expose,for now i dont have tools to open my phone,i try it wen i get tools and update you guys.

As explained in my previous notes there are ways to fix the bug:
- by shaking hard but this is temporary and would damage the iPhone
- by a reset (restore your iPhone by using iTunes) that significantly reduce frequency of the bug. But it does not stop from bugging and a few days after the reset the bug comes to be more and more frequent.
I would rather thing it is a communication / synchronization issue with tasks in the background that overrun the system. It happens mostly when I restart using my iPhone (alike it is trying to communicate and synchronize with latest information ... ) and would dissappear afterwards.
We are all waiting for a fix by Apple.
