iPhone says iCloud storage is full but over 2GB available

For some time now my iPhone has been telling me that the iCloud storage was full and so photos were no longer being uploaded. I therefore spent some time deleting stuff and now have - according to OS X and iOS - 2.4GB available. However Photos is still telling me that no photos or videos are being uploaded. Logging in to iCloud and looking at the stored photos confirms that nothing has been uploaded for 5 weeks.

It looks to me as though a switch was tripped when I hit the buffers but it has not reset since I cleared some space out. Any ideas what I am supposed to do to get it working again?

Thanks.

If you have 2GB of space, and iCloud is saying there's not enough storage to do a backup, then that means whatever it needs to backup exceeds 2GB of storage. In other words, if you have 3GB of data to backup (including apps, messages, photos, etc.), and there's only 2GB of space in iCloud available, then you can't complete the backup. You'll have to keep deleting content, transferring content like photos to a PC/Mac or upgrade your iCloud storage.
