I was looking at this for my new iphone7 plus. Chinese Simplfied handwriting Keyboard. You need to add a new keyboard in general. If you cannot see handwriting as an option, then you need to change phone region, found in general too. Change region to China or Hong Kong. That will allow you to add handwriting keyboard. After that you can change your region back to your preferred country.
YYes, iOS has keyboards for handwriting, pinyin, and stroke input for S. Chinese. Have you not seen this yourself in settings/general/keyboard/keyboards?
All I see is Chinese (Simplifed) and Chinese (Traditional). I do not see the option for handwritting.
If you tap on ADD NEW KEYBOARD, does that not give you more Chinese options?
Dear Apple, I'm also looking for the same. I have iPhone 6s Plus, newest iOS, bought in Germany. However, there is no Chinese Handwriting Keyboard, neither at "Add New Keyboard" nor directly at "Chinese (Simplified) – Pinyin". How can I get the Chinese Handwriting Keyboard without installing any additional external app? A friend told me, it depends on where you buy your iPhone whether is this function or not.

All ipads and iphones running ios 10 should have the same handwriting input options. Try doing a reset
