iMessage Read Receipts Disappearing

This issue has been going on since the first iOS 9.3 beta and continues even on iOS 9.3.1. When someone has read receipts on, I can see when they have read my message. However, if I lock my phone, close the messages app, or just wait a couple minutes, then the indicator changes back to "Delivered" and the read receipt moves up to my previous message even if they have already replied to my latest message. I have tried turning off iMessage and resetting network settings then turning iMessage back on. I have even reset my phone and set it up as a new phone in case a backup could be the problem. I have the same problem for all of my messages.

I had this problem too and became curious because I noticed it only happened with one person. I thought I may be getting played with a little by them. I tested this out with my sister and I think it may true. If they have their read receipts on and open the message and you notice that they read the message at a certain time just like normal but, they do not reply and then it goes back to delivered after awhile. They may be doing this because it just worked towards my sister. First, they open the message then they can go to settings > messages > turn off read receipts... double click home button kill the messages app, then the last message goes from "read at whatever time" to "delivered"... My sister and I both killed the messages app, so I'm not sure if you both have to or just the one trying to not show its been read.

I am having the same issue now in iOS 10. Very annoying. And its not due to the other person changing any read-receipt settings. I tested it out with my father. Screenshot every step.

So first my message was read and the read receipt showed it...

That's normal. Then I looked again at 4:57 pm, and it went back to "delivered"

Then even after a reply from my father, it still showed "delivered." Note that my father did not change his read-receipt settings.

Finally, after a hard reset of my iPad, the read receipt showed up again.

AND this whole thing occurred the same way on my iPhone as well.

I don't think this is a problem with my ipad or iPhone. I've done resets, erased settings, etc. It seems to be a bug in the iOS.

HELP!!

Thank you, THANK YOU for so explicitly detailing this problem. I find it infuriating!!! For a while I wondered if I was mad and had imagined seeing the receipts, and then I bugged all my friends and family members with iPhones by making them double check their read receipt settings were right... The inconsistency of it is maddening, isn't it?! What's the logic behind giving information like that for an indeterminable amount of time and then removing that information (and the possibility of having that information again?). I also found the other day that if it's been too long between the recipient reading the message and me then checking to see if/when it had been received/read then I also don't get a read receipt. E.g. I sent a message late at night to my mum who told me she read the message at 6:30 the next morning. By the time I went to check to see if she'd read the message it was 3pm and it still just said "delivered", which is when I phoned her assuming she hadn't got the message at all but she told me she'd read it first thing in the morning. I know that's a really boring story but it is so infuriating and senseless! I need an answer! And a fix!!! Is it by design for some reason of which I am totally unaware or is it just a glitch? If anyone knows the answer or knows how to fix this I'd be so very grateful. Thanks so much all. And apologies for the boring story!
