define unblock. If you mean UNLOCK it from it's carrier, that would be up to the carrier, not Apple. Carriers lock phones; only carriers can unlock them.
ive just baught it off my mate and hes forgot his password for find my I phone just need to reset that can u help
If it's activation locked, only the owner of the account used to lock it can remove the lock. There is no way to bypass it and Apple will not intervene if you bought it used. Since you say you 'just' bought it, I have to assume you bought it used as it's discontinued.
Contact whoever you got it from. If they can't or won't remove the lock, return it and get your money back. If you can't do that, turn it over to the police. It's probably stolen.

They are going to have to remember or recover that password if you ever wish to actually use that device yourself.
That doesn't change anything. They will need to reset the password and remove the lock. They can try resetting it at https://iforgot.apple.com
If they can't do that, they can try contacting Apple's account security team Contact Apple for help with Apple ID account security - Apple Support
If they can't get help that way, they would need to present the phone and the original proof of purchase from an authorized source to Apple to have the lock removed.
If they can't do that, it's a brick.

And if your question for "the team" is related to unlocking an iPhone that's activation locked as in your original question (how can i unblock my i phone 5c), Apple will NOT help you. ONLY your "friend" can by resetting his password, logging into iCloud.com, and removing that phone from his account following the instructions given to you. If he doesn't, you need to get a refund or you've wasted your money.
