If you are asking a question about Restrictions passcode, you are the only one that can set the restrictions passcode. The only exception is if the device is being managed by your employer. If that is not the case, and you have forgotten the restrictions passcode, your only option is to restore the device to factory and start fresh. You cannot use a backup because the backup contains the restrictions passcode.
