Notice that footer is outside the printable area

My MacBook Pro with OSX 10.9.5 does not accept the recommended fix for "A footer for section 1 is set outside the printable area of the page". I go to Format and select Document, then try different changes to the margins, as suggested in the community, but always a warning appears saying again that there is something outside the printable area, and it changes the margins back to where they were. Help please!
