The add to Safari reading list feature is not working on non-Safari apps (including Apple news app). Any suggestions?

OK, my add to reading list feature has started working again. Not sure what happened.
Now the reading list feature has stopped working on my iPhone 6S. Apple: please sort this out.

They can't hear you here, nor can they pull the specific logs from your phone if you don't contact them about it. They need data from device or accounts that are experiencing this issue. They also need to be told through the proper channels. To do this, contact Apple by phone - Contact Apple for support and service - Apple Support
The resolution will be much faster if people call and give them this information. (not just explaining that "it's not working") The will need to gather logs off of your devices.
Exact same problem of Reading List not receiving additions except from Safari itself just happened yesterday to me on an iPad Pro running 9.3.2.
On the Safari side of things, it accepts and receives additions made on any other device or from within itself. However, attempts to add from apps like Mail on the iPad pro fail to add the entry locally, and the entry also doesn't make it to the cloud to sync with other devices. So it seems the little "add" engine in the iPad itself is broken.
One wonders how this relates to all the other Reading List sync issues. I don't think I've ever had the Reading List function fully as advertised. One device or another - pad, phone or computer - is always failing to receive some entries, or not marking entries as Read, etc., etc. It's particularly an issue in iOS more than macOS. Been a problem for at least the past year though this specific failure to add an entry within the same device is new.
Have tried restarting cloud sync, didn't work. Not interested in a clean install given the reported failures and given the time and misery it takes particularly since the apps apparently won't reinstall from a local image any more.

Because of the problem I have with "Add to Reading List", I reconsidered my workflow and tap "Open in Safari" and add it to the Reading List there, but I also noticed that when I tap "Open in Safari" in the share sheed, often times it doesn't work. Sometimes I have to hit it 4-5 times until it opens in Safari. Maybe this is related to this problem somehow.
I do wonder if those problems are related to an issue many people report, that the clipboard is not working on their iPads, as I could imagine that these two features copy the Link to a special clipboard, from where the Safari extension adds it to the Reading List or Opens it in Safari.
Hello there. I had the same problem suddenly a couple of days ago. Tried all the reset and reboot solutions, but nothing changed. Today I remembered that I reorganised the order of icons in the share menu a while ago. Just for fun I changed it again just now, and it works again. At least from Twitterrific and Airmail, which are my only options for testing, and all I used it for. No idea why, but maybe it helps someone else, too.
Opon further experimentation, now Open in Safari does not work. Which is in the same position as Add to Reading List was before. All other options work fine, so it seems that position 3 from left is broken somehow? It is not the screen, I turned it to make sure. Oh well.
Reordering icons had no effect for me. Does seem like the best workaround is the added steps of Robs89. Doesn't seem to include my clipboard. Really odd to see it crippled and with no fix. Sounds like some central sync databases, perhaps in the cloud, corrupts and not even reinstalling on the local device can fix it.
So. A second attempt at Settings > Safari > Clear History And Website Data seemed to work.
Very odd. Because there was an appreciable lag of a few seconds or a minute in the items appearing in Reading List. But then they did. Including an item that had filed to appear earlier!
Once they sorted out, then operation became fast and normal again. So something was being rebuilt in the background.
Hope this lasts. Wonder if a second attempt worked because something also reset in the Cloud, etc.
I have the same problem.
iPhone and iPad - latest products running the latest software.
Add a link on device A and it syncs to device B.
Then go to airplane mode and the synced link on device B shows not available for offline use.
Same bug going from device B to A
So after working again for a month add to reading list is failing again. One wonders if yesterday's iOS update actually broke it again. Very frustrating since it seems no fix lasts.
The only way I got it to work was to clear history on website dat on my iphone and iPad then after 12 hours or so it's all working again. A pain really.
Yes! I think that did fix it last time. But the delay in the fix taking effect confuses the issue of whether that's what really worked. And of course it wipes out all the login cookies, etc., so every subscription news site and such requires login in again. And then after awhile it all fails again.
Worked for a couple of weeks now it's broken again.
