Unlock iPad WITH proof of purchase from Apple

I gifted an iPad mini I purchased directly from Apple's online store, to a relative a couple of years back. Now she forgot her passcode and her apple ID, and the iPAD is locked. She returned it to me and asked me to unlock it as the original purchaser. I searched the web and found the prevailing opinion is that without a pass code and Apple ID the device can not be unlocked.

Now, can some one working at Apple tell, can Apple recover the iPAD for the original purchaser ?

If you were the original purchasrs of the iPad you could try going to an Apple Store (make a Genius Bar appointment if you do) or try contacting iTunes Support online (http://www.apple.com/support/itunes/contact/) and see if they can remove the iPad from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it

I tried to restore the iPAD to factory setting, after powering up it says "Hello", and "slide to set up" on the bottom.

After clicking "English", etc, It will come to a screen that says "Activating your iPAD". Then,

"Activate iPad", "This iPad is linked to an Apple ID. Enter the Apple Id and password that were used to set up this iPad (b*****@xxx.com)"

"Apple ID " "Password " " Activation Help".

Since the Apple ID and Password are not known anymore, it can not go past this stage.

What I want is to wipe clean everything on this device and bring it up like a new device from factory.
