Colour is a format applied to the value (text or number, etc.) in a cell. Automatically created pop-up menus ignore colour, and collect distinct values into a menu.
You can make the three cells from which you create the popup menu hold different values.
For the first, use a bullet (or a medium black circle, followed by three spaces.
For the second, use the same character, followed by two spaces.
For the third, use the same character followed by a single space.
If you want a fourth choice that will remain black, use only the character, with no spaces following.
Leave the default text colour as black (Numbers will ignore it and give you black menu items anyway), select the cells, set the format to Pop-up menu, and merge the cells into a single menu list.
Select one of the cells and confirm that it is a Pop-up menu.
In the Cell format panel, you should now see the list of three or four menu items (which will all look the same).
Go to the pop-up Conditional Highlighting menu near the bottom of the panel.
Add these three rules, one at a time:
Text ends with (in the box, type three spaces) "Red text"
Text ends with (in the box, type two spaces) "yellow text"
Text ends with (in the box, type one space) "green text"
You will see no change in the cell's menu, but if you choose the first item, it will display as a red circle, if you choose the second, it will display as a 'yellow' circle, and it you choose the third, it will display as a green circle.
