hey just wondering does handoff work if the devices are locked as I notice when using my iPhone the little icon only appears when my iPad is not locked and being used but when my iPad is locked I can't access the little icon from my phone and same on my iPad to iPhone

The device has to be in use, as Handoff requires Bluetooth to be active.
In my experience, that's the surest way for a successful Handoff. In theory, the Handoff shuold also work as long as the actiive app that you want to pick up on another device, was still active (front-most) when you turned off (shut off) the "source" device.
OK so for example I was on Apple.com on my iPad then locked my iPad I couldn't access handoff on my iphone or the little icon in the bottom left corner while my iPad is locked I would have to unlock my iPad using Touch ID or passcode is that correct in order to use handoff on my iPhone

Please also remember that Handoff is dependent on Bluetooth, which has a much shorter range that Wi-Fi (typically 30 feet vs.150 feet).
