How to set up family share without apple device?

Bought iPad for my child for school and want to set up a child account. Apparently I need to set up family sharing but need to do this on my own apple device, except I'm an android user. It won't let me do it on my phone or pc. Any ideas how I can get around this?

My understanding is you cannot do this from a web browser and www.icloud.com. You can do it from a windows with icloud for windows installed, or from a Mac or other iOS device.
