I had the same issue. I also have an SE and rotation wouldn't work no matter what I did. Finally I read that restarting the phone may help and as soon as I did that it worked. Thank you to the person who suggested that!
For iPhone SE, enter your security code for access to your phone if necessary, then swipe upward. This brings up the "control center". The upper-right corner of the gray window should display a circle arrow with a lock inside. If this icon appears red click on it. It should change to gray. YOU MUST RESTART YOUR PHONE or the setting change won't take effect. This should enable you to rotate your screen in apps that allow, such as when you want to send a text.
Your answer was already given by ManSinha over a year ago. Before replying make sure the answer hasn't already been posted and look for newer posts to give help on. Also, you do not need to restart your iPhone for the screen rotation to take effect.
The iPhone SE does not support the Home screen rotation. That is only a feature of the iPhone 6 Plus and 6s Plus that have the larger 5.5" screens.
On an iPhone SE, screen rotation is limited to within Apps that support it, such as Safari, or the Mail App for example.
As far as Gestures go, you can program certain motions to be activated with a single tap, to do things
For instance if you have trouble swiping left, you can create a gesture that swipes left, to move through the home screens, and that can be activated by tapping on a single button, instead of actually having to swipe.
Its basically a way to have shortcuts to existing actions that cause things to happen on the iPhone.
Is your screen locked? The sign is a little padlock with a circle in the row of icons on the top right
It is reached by activating the control center with a swipe from the bottom
If it on - deactivate it
Also - not all apps change with rotation - try YouTube or even the home screen to check
Assistive touch is engaged by
Settings - General - Accessibility - Assistive touch - ON
The iPhone 6 Plus and the 6s Plus are able to change the Home Screen orientation. I am not sure about the iPhone SE but given that the 5 and the 5s do not rotate on the Home screen the SE may not as well. See this article:
