currently my iphone 4s 8gb is running on ios 8.2 so am little confused wether should i upgrade my iphone to ios 9.3.1 will it run smoothly or it will slow down little bit? please help me

Please do not use caps lock. There is no need to scream. To be honest with you I would consider the option to buy newer iPhone. iPhone 4s is still compatible with iOS 9.3.1 and should work fine.
Yeah actually am waiting for iphone 5se but seeing reviews on youtube that 4s is experiencing issues after updating to ios 9 that's why am confused and you know what 4s is amazing iphone...
If you've seen the issue on you tube this does not mean every single iPhone 4s suffers the same issue. 4s was amazing model. You are absolutely right.
