You don't. About the most you can do is find out if it's activation locked:
https://www.icloud.com/activationlock/
Note that that page will only tell you whether or not the phone is activation locked. It will not give you any information about who it's locked to.
You can call Apple and find out if the phone is carrier locked and if so, to what carrier.
