I just received my iPhone SE. Upgraded it to the latest version. The wallet and apple pay settings are missing
it is generally found under iCloud and iTunes rows on the main settings page - which country are you in? Apple Pay is not available in certain countries

Correct, My current 6+ and my old 6 have the settings. I am in Lebanon at the moment, but my account, address. credit card are all US based.
There was another discussion about SIM cards that I read - most likely when you return and swap out your SIM and perhaps reset the phone in the US - you will find it present
That I guess is all I can come up with 🙂
