Find my Phone cannot connect to phone with an energized battery, data running etc. How can I track my phone and control it

What happens when you try and connect? Are you seeing an error on the screen? Does it show the device offline? If it is showing offline, then the device is not connected to the internet. If it is not connected to the internet, such as with the SIM removed, or the device powered off, then you will not be able to track it.
