Are photos stored on my Mac when using iCloud

when using iCloud for photos, are the pictures saved on my Mac or just in iCloud? And say I take a picture on my iPhone does store on my phone or does it go straight to the cloud? Reason for my questions is I'm trying to save space on my devices and pictures seem to be taking up a lot of space.

iMac (Retina 5K, 27-inch, Late 2014), OS X El Capitan (10.11.1)

Pictures imported into a Photo app like Photos or iPhoto are stored on the Mac

The iCloud Photo Library is a syncing mechanism that keeps a mirror image of the devices' content - in other words when you delete something from the iPhone - it will be deleted in the IPL as well

If you are looking for additional storage options you may want to consider Google Photos or Upthere
