My cellular data is not working and I can not send any pictures. I looked my problem up and I was told to reset my network settings. If I do this, will I have to re-add my carrier? Or does it just reset my cellular data settings?

You will not have to re add your carrier - that information is on the SIM and the phone picks it up from there
You will have to re enter all the WiFi passwords as and when you add WiFi networks that were previously stored on the phone so please have the passwords for WiFi networks that you need, handy and available
