Another person REGISTERED using my account

When I open my apple id account I was assigned my user name and password. Now, there is another person using my id and I keep receiving all Facebook and social media notifications from this account that it does not belong to me. i have reached out to the person so she can change her e-mail as we have the same, but as today not reponse. please help me solve this problem as my account was duplicated.
