Recently jpg files attached to emails have stopped opening. They opened normally until about two months ago. It started intermittently and now is almost every time. I have an iPhone 6s plus with ios9.3.1. When I click on the attachment I get a gray screen with the file name in the center. What's going on?

How much space do you have left in the phone?
Also are you opening those emails in an available WiFi or cellular data connection?
I Have 60.2GB of available storage on the iPhone 6s Plus (128GB version). I get the same results on both wifi and cellular. The photos open if I open the email on a computer. However, if I forward the email from my iPhone to someone else they can't open them either.
Use app switcher and close all the available apps
Then force restart the device
Hold the sleep/wake and home buttons down together till you see logo - then release and allow normal boot up
If the issue persists - you may want to try and delete the email account - force restart the iPhone and then add it back in
