I did Family Share so how do I get separate Apple Ids for the other family members

My family had the problem of missed calls, etc. showing up on all devices so we followed the recommendation to implement Family Sharing. Now that we have I need to get separate Apple ids and accounts for each user. The challenge is that Apple seems to recognize the devices and the associated email addresses I am trying to use to set up the Apple ids so will not let me create a new Apple id. Hopefully I have phrased this correctly and someone can assist me with this challenge.
