Cannot activate iPad Mini 4 after resetting. iPad is linked to an apple id and password. Error message says my Apple id and password cannot be used to set up this iPad. How do I activate iPad.

If you bought it second hand - you have run into the activation lock - you will need the assistance of the prior owner to unlock that
I have reset the ipad but it will not accept my username and password. it says my username cannot be used.
