siri is not working in my phone i have tried an reset network option

I m from india and i m trying to activate siri in my phone.When i buy an new iphone siri is working but after an update to 9.0 it suddenly stop.I have tryed your given tips to reset network .But it don't working .please help me to solving this problem.
