The purple Podcast App is not on my iPhone 6s. I've looked through the phone and I've tried the search function. Nothing. When I go to the App Store, the only option is OPEN. But since the app is not on the phone, the OPEN button doesn't work. I'm not given an option to download or restore, and there is no indication that my app exists in the cloud. Now what?

Unfortunately, that didn't work.
As an alternative to ManSinha's suggestion you could try to search for it first.
Use Search on your iPhone, iPad, or iPod touch - Apple Support
Maybe its hidden somewhere you don't expect to find it. It might save you having to reorganize your screen layouts.
Go to Settings->General->Accessibility->Podcasts, and make sure it's not turned off.
I did. It's not.
Settings>General>Restrictions.
The Podcast app is built into iOS, it an not be deleted. It can be hidden with restrictions.
I varied this. Settings->General->Restrictions->Podcasts, Turned it on and then Reset Home Screen Layout.
