Just got problem when open new tab(cmd+t) cursor not default active in address bar. I already trial change New windows/tabs open with : Empty Page. and uninstall all extension. It can't solve this bug.
OSX : 10.11.4
Safari : Version 9.1 (11601.5.17.1)
MacBook Pro, OS X El Capitan (10.11.4)
Tried safe mode and another account - does not help.
Tried to install Safari technology preview - same here.
Does anyone solve this problem?

Thanks man, this worked for me. Now when I open a new tab, I'm able to type into the search bar right away.
"Safari Suggestions" was the culprit.

This actually worked!
Open your Safari Preference and go to the General tab.
Set your "New windows open with: Homepage"
and then set your "New tabs open with: Empty page"
Safari new tab not default in address bar
