I want to dispute a charge of $ 14.97 on my credit card.
My daughter downloaded a free app then there were
charges on my credit card.
Please have these charges reverse.

You can try, but probably not.
I would consider parental controls or family sharing.

She probably downloaded an in-app purchase. Lots of "free" apps have upgrades and downloadable content that cost real money.
Select Apple ID and then proceed from there.
