Creating Apple Store in Ukraine

Why Apple doesn't want to create official Apple Store in Ukraine. Why I asked, because I see that a lot of stores bought apple devises abroad and selling it for more than 30% in some cases 50% highest price than it usually cost. And people ready to pay that price. The main question here is why? Is it complicated for Apple setup delivery to Ukraine?

PS. I don`t want to break someone business I would like to have apple devises in acceptable price, because price that proposed pseudo apple stores in Ukraine is not comfortable for most people.

Since Apple doesn't sell in Ukraine where are you getting this "official price" from?
