Maybe you should check with the forum for Tails too.

If it were in OS X and just the character at Shift + 2, I would suggest you go to system prefs/keyboard/input sources and make sure that you have only British PC on the list (and not British or US or ABC).

If it really is almost every top row shift character, could you print them all out for us from left to right here?

Sounds like your Keyboard Layout got switched to US instead of UK...

http://www.tomshardware.com/answers/id-2159438/shift-enters-quotations-mark-symb ol.html

With UK layout, shift + 2 key gives you quotation marks instead of the @ symbol.

The @ symbol is mapped to a different key on UK layout keyboards (I know because I use a UK keyboard of course)

Check your keyboard layout configuration in Control Panel > Region & Language > Keyboards & Languages (tab).

TAILS is an OS

https://en.wikipedia.org/wiki/Tails_%28operating_system%29

Tails or The Amnesic Incognito Live System is a security-focused Debian-based Linux distribution aimed at preserving privacy and anonymity.[3] All its outgoing connections are forced to go through Tor,[4] and non-anonymous connections are blocked. The system is designed to be booted as a live DVD or live USB, and will leave no digital footprint on the machine unless explicitly told to do so. The Tor Project has provided financial support for its development.[5]

Tor Browser

https://www.torproject.org/projects/torbrowser.html.en

The Tor software protects you by bouncing your communications around a distributed network of relays run by volunteers all around the world: it prevents somebody watching your Internet connection from learning what sites you visit, it prevents the sites you visit from learning your physical location, and it lets you access sites which are blocked.

The Tor Browser lets you use Tor on Windows, Mac OS X, or Linux without needing to install any software. It can run off a USB flash drive, comes with a pre-configured web browser to protect your anonymity, and is self-contained (portable).

I'm wondering why the OP needed to install Tails OS in the first place? (I admit to only looking as far as what I posted)
