I have a n Acer AspireR running windows 10. How do I use this computer to locate my iPhone 6s, which I think is turned off?

Go to iCloud.com and sign in with your Apple/iCloud ID, then click on the Find My iPhone app to see if your device is listed. If it is, click on it, and you will see if it is online or not, and you will also see the options available to you.
If the device was on in the last 24 hours, you can also see its location on the Map.
