CIBC Visa card will not work with Apple Pay

I use my Amex card with Apple Pay successfully. When I try to add my CIBC Visa to Apple Pay I receive a message " your issuer does not yet offer support for this card, please try again later". I contacted CIBC who told me the card is supported, and I should contact Apple. Apple tells me the problem is the card, which sounds correct in that my Amex works fine with Apple Pay. I love Apple Pay, but need to use a Visa in that Ames is not accepted by a lot of smaller businesses. Any ideas.
